TTC Board Chair and city councillor Jamaal Myers has been found by the Integrity Commissioner to have violated Article 5 of the City of Toronto’s Code of Conduct for Local Boards by disclosing confidential documents relating to former TTC CEO Rick Leary. The disclosure occurred amid an orchestrated effort by Myers to remove Leary as CEO. Whether deliberate or not, this breach opened the door for sensitive information to be leaked—fueling a series of media stories about the attempted purge of Leary.
A staunch ally of Mayor Olivia Chow, Myers shared these confidential materials with the mayor’s political staff, including her current chief of staff, Michal Hay (formerly head of Progress Toronto). Myers’ leadership is facing growing criticism as the TTC struggles with declining service quality, operational inefficiencies, and a board agenda preoccupied with symbolic initiatives like station renamings—moves widely seen as out of step with the public’s priorities.
