IntegrityTO calls on municipal and provincial leaders to urgently re‑examine the third‑most costly department at City Hall: Toronto Shelter and Support Services (TSSS).

With a bloated and rapidly expanding operating budget of $898 million, projections show this division will surpass $1 billion in operating expenses within the next 1–2 years. Toronto’s sanctuary status (AccessTO) has placed immense strain on our city and its tax base. Despite these enormous expenditures, homelessness continues to rise — and migrants and refugees now occupy nearly 50% of available shelter capacity. This is neither tenable nor sustainable.

A budget of this magnitude — funded entirely by the public — for a crisis that is only worsening demands far greater scrutiny. TSSS has never been subjected to an independent, forensic audit outside the City of Toronto’s own oversight.

We demand action:

City Council must immediately commission a third‑party forensic audit of TSSS,

The Minister of Housing must direct the Provincial Auditor General to intervene
